公教年金改革法案於立法院三讀通過後，沉潛將近1年的年改爭議，於近日退休人員收到重新審定處分書後，無法接受年改的公教人員，再次抨擊政府沒有誠信，違背當初政府與公教定下的契約，背離法治國信賴保護原則。不知是否有人靜下來思考，若公教年金不改革會造成什麼後果？
這不是第一次年金改革，回溯第一次年改應該是民國84、85年時，從過去的恩給制變革為目前儲金制的退撫制度，而中間又歷經95年扁政府的「退休所得合理化方案」，102年馬政府提出的年改方案，再到這次立院三讀通過的退休法案，改革的理由都只有一個，政府無法承受現有退休制度財務負擔。
再審視退撫基金管理委員會所公布的「退撫基金年報」中顯示，自103年起，退撫基金收入大於支出的情況產生了逆轉，103年收入597億元而支出了630億元，逆差了33億元，而104年與105年收支逆差分別為103億元及190億元，而收支逆差的幅度有逐年快速擴增的趨勢，以此趨勢來看，退撫基金勢必有用罄的一天，姑且不論是什麼原因造成或誰該負責，現實狀況就是財務缺口逐漸擴大。再回到前段的問題來探討，年金不改革的後果會是如何？
